An observer is a block that emits a quick redstone pulse from its back when the block or fluid directly in front of its "face" experiences a change. Chiseled bookshelves, instead, act like storage blocks. The enchantment level is dependent upon the number of nearby bookshelves (capped at 15) and which slot position it is in. For display and data transfer reasons they are probably just sending the number of books with the block info to the render engine and client chunk data.
